The copper content within the Zeehan slags has only ever been defined as 'minor' to the best of my knowledge. I haven't found any evidence of a number or % being nominated.
The Hellyer Metals Recycling Plant will only have so much capacity and EAF dust, which contains up to greater than 40% contained zinc would no doubt have to be their first choice. Hence the reason it was the key feedstock for stage 1 and now stage 1 & 2 combined. I think the plant throughput capacity would have to increase significantly to take advantage of copper as I don't see it being included at the expense of EAF dust feedstock.
Dave Sammut danced beautifully around the issue and answered Juiceman's question without being pinned down. He wasn't prepared to define at what stage copper might come into the frame but certainly alluded to it.
The metals being targetted for Stages 1 & 2 combined have been nominated and until they come out with something a lot more concrete than Dave's response to Juiceman I'm not counting on copper in the short term.
