I respectfully disagree - the problem with charts is they don't pick up shifts in fundamental value as well as the impact of a shift in broker community thoughts
To answer your question - ROC earnings were lower due to both oil price and hedging, both now history with oil price very buoyant , production strong and no hedging. Only a big market sell off will see this at 32. Not stock specific reasons. On feb 27 - annual report is released - thus will outline the strong story.
Anyway - time will tell but I struggle to see 32.
