roc may ask shareholders for the option to raise money but it may be more of a back stop to deal with debt if they dont sell an asset. If they sell off something, this wont happen. its better to get it ready just encase. they have $70m in the bank and increased cash flow with oil hitting a 3 month high overnight. it wants to go higher imo. dyor.
