I am taking a guess that current economical factors have weighed in on ROC SP and that with oil prices rising and the global markets consolidating losses yesterday night that we will be back up to between 0.39-0.41 today IMHO... additionally I am seeing good long term value here from the research and news articles I have read. I am buying today.
