I've got a feeling that it's not a T/O and may just involve the transaction of the Chinese interests from HZN to ROC.
I think a more logical fit would be AWE or STO taking over HZN's assets, however AWE is not in a trading halt (assuming STO doesn't need to TH because it's extremely large). STO seems the most logical buyer given the PNG stuff going on.
