ROC is more diversified, already has a cash flow and is the safer play (& therefore my choice between the two.)
HDR will be more volatile and could tear away to the upside on the strength of any significant Mauretanian drilling success.
Both have their strong points - it just depends on your risk tolerance levels.
(I hold ROC, STU & WPL as my preferred oil exposure stocks)
