The way i read it is that star execs are unfit to run the company. It's current corporate structure is rotten. it needs a new corporate structure and running approach. A new ceo under a new corporate structure. The court might allow the new company to retain a restricted license and have a plan in place to make it more unrestricted over milestones. Like Crown. Also gambling license is just one revenue stream of the many.
