If you could read between the lines Conde states he recommends they are not fit it is then the NICC to decide if any conditions to place to be met fit
Bell is merely there to decide whether they are suitable or not - it is then NICC to decide if any conditions are to be noted to be deemed fit or if thats even possible.
i think theyll be deemed not suitable at present by Bell and the NICC to appoint further conditions on license + special manager
its really up in the air now - saving grace is the TO rumours and the hard asset position, QW opening on time will help alot also.
