Notwithstanding the enormity of the Gulf disaster there are plenty of conspiracy theory nutters who need to be ignored. The chemicals may kill the sea bottom in the vicinity of the well for a while but my non-expert view is that is all they will do.
Back to NMS, insurance requirement for off shore drilling will be tough and they will along with national legislaion and changed industry pactice require actioned risk assessments in the area of preventative maintenance.
