Regulatory fines, penalties, chronic understaffing and regulatory problems might cripple the rocket ship as it certainly has been sold off to less than half what it should be based on its regulatory problems.
High risk but you would assume all the bad news is baked in and they cannot be doing any worse than now.
They have to do something about their chronic understaffing otherwise they might be forced out of existence.
