The flood areas are no problem. I was living in Depot Hill known buy the locals as The Swamp for the 1991 flood, just have a high set and a tinny if you choose to live in a flood prone area, which isn't much of it as far as a percentage goes and there are plenty of photo's to see where it got to for non locals, or go for a drive with a GPS to work out if it will or won't.
Also the best soils are naturally in flooded areas and usually there is a spot high enough for a house/shed site that stays out of the flood on most of those size blocks. If it was to still worry, live at the beach(Yeppoon) 25 mins away.
They have just announced plans to build a new deep water coal loading terminal at Shoal Water Bay. Thought they said $400 billion including rail on the news which seems a lot, but may have miss heard it having just caught the end of it. Wether it happens or not remains to be seen.
