I love the way you guys selectively quote to suit your agenda, the 19th March announcement says:

"The issuance of shares to Sinosteel will be included as payments due and payable under the procurement agreement for the Rocklands Group Copper Project’s mineral processing plant, equipment, construction and erection, and is subject to FIRB."

Well as the the plant has not been constructed or erected yet, then those shares are NOT due for issue YET !!! Plain and simple.
