Some investment deals require an upfront payment before anyone will apply to any banks or funders. If they didn't, how could you qualify the confidence and seriousness of an applicant? Without an upfront fee, why would someone apply to a group of major banks or private investors for funding? That agent would soon be out of business if his enquiries were without real substance. No one works for free, not even charity organisations.
