Since net exports will be positive for the NA region it won't matter. NAIF's big tick boxes are local jobs (bonus points for Traditional Owner workforce engagement), economic diversity (i.e. activity other than coal in the case of NQLD) and positive impact on population. The green spin will go down well too (i.e. a reduction in negative externalities associated with carbon).
Unless there's a political issue specific to NC that has gone over my head.
