Not sure where you heard Exit fees being abolished.
The $150 would be a processing fee, just like many other such things - cost recovery.
Before anyone says "What 150 bucks for filling in a couple of forms", there's quite a bit of processing and checking required to do a rollover. Besides, your administrator or accountant probably aren't going to process the incoming one for free are they??
