Get real.
The only thing happening is that the Russians will supply know how on a certain type of fuel rod designed for Westinghouse reactors and they will also supply enriched LEU recovered from Russian UNF as fuel for them, the US won't be showing the Russians how they will be recycling their own UNF, I also don't for one minute believe that this agreement will go on and on, because the US want to become self sufficient in nuclear fuel and they are well on the way to doing that, they won't be beholden to anyone on this issue.
