This is just my opinion of course,

We all know that we are in a bit of a merry go round atm with the governments not issuing permits until a partner or partners is/are confirmed and its safe to say no partner would be happy until permits are secured...I can't help but think that GC'S (I think it was) latest trip to see the governments was to pretty much say.."hey, we are close, are partner just wants to be 100%, how bout those permits?" Or maybe he took the deal over to them to see what they thought...I just think there is more to that latest visit to Africa than we think..

That's just my thoughts, what are yours?
