Yes not all the feed in the SS is indicated because Rox chose a small low capex 480 KTPA mill which needs a high grade of 5g/t.
But when the mill is upgraded to a 1.2MTPA mill much lower grade will be feed so a lot more of the resource can be processed.
Had they used a larger mill in the SS there would be less need for inferred to indicated conversion but the pre production costs would be higher.
As it stands they only need a 21 percent conversion to indicated for production years 1- 3 and that will not easy imo
