VMC do not need to CR for the Youanmi mine restart.
My understanding is that VMC is being free carried to production,
what ever money they owe RXL will come out of production profits.
So in reality (if that is correct ) they will be contributing nothing
towards the build, unless they have a change of heart and decide
to contribute.
