Um :
1. we had way more rainfall than they did in 1974, yet the river levels were 1m lower than 1974
2. we have a lot more population now and a lot more development in low lying areas
Wivenhoe is a water storage AND flood mitigation dam.
Mitigation does not mean prevention.
