Under section 992 of the Corporation Act, insurance cannot be sold via an unsolicited telephone call, unless several conditions apply (such as a product disclosure statement being read or sent to the customer before an insurance product is sold) or unless the customers have had a preparatory conversation where they agree to take the sales call.
Importantly, the law says that a call doesn't have to result in a sale for it to breach the anti-hawking regime.
