What you are describing is exactly the mechanism that the nazis used to replace the parliamentary democracy that Germany had before the nazis got control. All power was concentrated by merging the chancellor and the President in one role (A Hitler) and doing away with the regional governments and replacing them with centralised state administrators. The separation of the head of state and the government is one of the strengths of our system, not a weakness.
