Thats exactly what the labor parties mining tax was set up to do, but it was killed by the negative advertising blitz. They were laughing that it was not collecting any tax, that was because prices had fallen and the tax was doing what it was intended which was to ratchet down as the profits went down and ratchet back up as profits rose again.
