Not in BCB, but in other coal miners. The problem with Labour governments is they essentially "buy" voters in the public service so any reform or job cuts in the pubclic service are off the table for Labour. Massive captured vote right there. Massive social spending requires massive taxes. Benjamin Franklin said "When the people find that they can vote themselves money, that will herald the end of the republic." We are not a republic but heading in the same direction, America is finding this out.
