I took the announcement to meaning the FULL amount was the maximum permitted amount under the prospectus, not the minimum required amount in order to be able to re-list.
I think some careful wordplay was deliberately used in the announcement as surely it would have been much more transparent to have listed the $ value and/or the number of shares that the company had received commitments for.
