number of shares on issue is a rather irrelevant thing. everyone talks so much about it but at the end of the day it is pointless all that matters is market cap, and potential. at the end of the day, the stock has a low market cap because of risk and until the risk gets lower it will have a lower market cap. so number of shares is pointless to talk about.
