I think the whole episode proves the ineptitude of the policy making machine at the time. It demonstrates the then governments thirst for feel good quick solutions that were poorly thought out. The real consequences of policies made at that time were not considered. Take the solar scheme for instance, another policy of the time. We now have an absurd situation where those that can least afford huge electricity bills are subsidizing those that were able to install solar panels.
This labor government has been a disaster for common sense government policy and it has cost us a fortune in lost opportunities.
