If they focus on building productive infrastructure so the country and people can earn an income then everything else will look after itself. Commercial property vales ultimately depend on rental income - not short term supply or financing conditions. Rental income depends on retail conditions which depends on consumer spending. In the long run a consumer's spending power depends on having a decent education and a healthy national economy to provide employment- not the availability of credit. Government should take the long view because that's what the market does badly.
