Any abuse by am American President can be brought to account by the Senate. I presume you have never heard of the impeachment of Richard Nixon. There have been many instances where ministers of the crown have abused their power. But no political system on earth can be totally immune from human frailty.
Under the American system the Government is not compelled to appoint poltical hacks to high office, as they are able nominate anyone with the requisite credentials and experience. That doesn't mean all political appointess under the American system are successful, but that's just human nature.
How often do we see ministers appointed in OZ who haven't the slightest clue or experience in relation to their portfolio. This makes them very reliant on the advice of the bureaucracy.
