and this was clearly stated in the report last night.
As far as I understand the pro-Rudd item last night, Rudd didn't claim to have negotiated with Pfizer or agree to a deal.
Pfizer must needs arrange with the Govt to supply the Govt with vaccinations. Only the corresponding Govt can do this.... this much is obvious.
I don't know what good or damage Rudd did with his effort - opened comms perhaps? Appealed to Pfizer to negotiate with the Aus Govt to provide some additional supplies maybe?
