Rudd went to the election clearly stating he would ratify Kyoto. Not conduct research on signing it or establish a committee to investigate signing it BUT TO SIGN IT

Rudd won a clear mandate to do what he clearly said he was going to do and has done it.

And what he has done both the current Lid leader and the one who came close to taking the leadership is something both say should be done.
