seems a consistent message to me

"Tinkering at the margins will not avoid the significant long-term damage this tax could do to mining investment in Australia".

and the government is about to back down not out of consultation but out of fear.

The messaage is clear...get to the negotiation table and have some real consultation and understand what you are doing and the implications of your actions before you do it not in retrospect as is currently the case.
