Goldie, as far as I know Brendan Nelson speaking for the opposition announced that the Liberals no longer oppose signing of the Kyoto Protocol. If both Libs and Labor support it there is no chance of the formal ratification by Parliament would fail to pass. It becomes bipartisan policy.
There still might be some further discusions about any further bills introduced as part of the practical implementation of Kyoto Protocol but that is further down the track. We can not change any clauses in the protocol itself, we either sign it and agree to follow the obligations or we do not sign it. All the negotiations were done years ago, prior to drafting of the protocol and apparently Australia got pretty good deal at the time, that is why we are likely to meet the obligations without even trying.
