samizdat, did you really expect that a "leaked" report or information would contain a staff members name rank and serial number! I would have to agree with jbcascade, this appears very typical of the manner in which information is "leaked" to the press.
The next step is likely to be small changes in public wording used to convey the govt line or "message" on the issue.
Only time will tell, but it certainly appears that there is disquite in the camp on this issue.
