The answer is very simple.
Stop using soaring world prices as an excuse to tax.
All excises and taxes which increase the petrol price at the pump stop at a certain price level, say $1.50, so any increases in price above that level at the pump are purely as a result of increases in the price of oil, and are not accompanied with additional government taxes which further increase the price at the pump.
