I'd say China would be quite comfortable with that. Rudd was not giving expansionary advice, only defensive. In fact he said China should be embraced and included to the developed world. This is aligned with China's aims. They have so far never been expansionary - they just want money, wealth and to industrialize themselves. I'd say if anything that would add to world stability.
