My take on your question Barbie is they know they have at least 18-24 months before hard decision making, they can defer the rail with W/A gov. for how long ? They can C/R fms s/h for ages, they just wait for the planet's to line up for them only, take on a willing partner for BBIG, and bingo the whole their 55% of FMS would not have cost them a cracker and they have control, half the cost of the rail and borrowings on the rest, plus the port, very cheap way to get I/O, RAIL and PORT.
