None of the deals labor put up were going to work, just like PNG. The only way to fix this problem was to slam the gate shut. There are no half measures. Rudd could not do this because he had painted himself into a corner by pulling the policy apart and he could not face being wrong. He decided to keep this going and pretend its all right. Rudd would rather let things keep getting really bad rather than Face facts and fix things. He had a record of sticking his head in the sand and spinning his way out of things.
