Australian governments tend to be several steps removed from reality - a consequence of being buried under layers of superfluous bureacracy - being located in Canberra doesn't help
Structural separation is so 1990's. The rise and rise of wireless alternatives is creating its own structural separation - wireless vs fixed vs hybrids of the two. There will be others.
The NBN is based on erroneous assumptions, fuzzy 1990's logic and political enmity. Should be dumped immediately and let the market and technological change resolve.
