I don't know if you've noticed, but setting up government slush funds isn't the most efficient way to allocate anything. Let the market sort it out, liquidate the idiots who took on too much debt and the idiots who made the bad loans. If we didn't have Central Banking and Fiat Money in the first place, we wouldn't be having this coversation because there would be no recession.
