I think it is very clear that China has been controlling prices. They have not been restricting Export at all if they were Prices would be going up not staying flat at a very low level from a historical perspective. If you ar going to hold any REE company understanding China's action is critical since they totally control the market.
JMO they want to hold prices low enough to prevent new development to assure their world leadership in this market. they found out a dozen years ago that restricting just causes a surge in development.
I think it is very clear that China has been controlling prices....
