in my view NHC will probably lose this case as the QLD Court of Appeal provided insufficient reasoning for their decision. But it's hard to see the Land Court rejecting the stage 3 approval given that all the legal issues will have been resolved when/if it returns there. Plus the whole issue will probably have been resolved in the political sphere by then
