Safety committees generally do not make interim judgements about efficacy as this is not their task. The powering of a study ( the ability to identify an effect, or lack of effect, with statistical significance) requires an adequate number of subjects which was calculated when designing the study protocol. Therefore "futility" is unlikely to be able to be determined until later in recruitment. You can't read anything into efficacy thus far, but the drug would appear to be safe.
