    A Rule in project management is any mid course change will cause many problems. This is true even of what appears to be very simple. AL had more than enough money to do Texas as originally specified and it would have been done about NOW. Then USG grants was put out for all companies to compete for. Some did and some did not. Lynas did making changes to be compliant with terms. At this point they only had to ship SEG left from lamp processing. Then chasing another grant The added LRE processing. We do not know who or why the Blue LIne agreement was broken But it defently caused major delays. Just like MAL and Lamp I am already seing people try to blame USG for delays and saying USG invited Lynas in which just is not true.

    If you are going to talk you should at least refresh your memory by reviewing 2019 plan. Here is one statement from Disclosures on page one.

    "• A $500m capital plan self-funded with the ongoing support of JARE"

    If you read Page ne you will know that the AU$500M was not for KAL but all 4 projects. Now all four are over $1 B

    If some one does not hold management responsible problems will not be fixed. Have you ever fixed a problem that there was no pressure to fix? pressure can be either internal or external. if some thing is causing you problems that pressure can be greater than external pressure. .
