Maybe because cobalt and copper prices have tanked afew times in the past and so the DRC wasn’t exactly doing itself any favours with low mining taxes.

Of course they would have needed to have a low tax rate to try and stimulate investment. But the DRC is now battery metals paradise, so time to get the taxes in line with others; simple economics / financials , when demand for your product is strong , you dont have to give it away cheaply.
