I think that's the key to how this has played out over the last few months. Huayou (and CATL, through their IPO) have probably needed a bit of time to raise capital before committing to acquiring AVZ. In the meantime Klaus has said 'Great, while you're sorting your $*it out we'll just go ahead and prove up the resource so that we can demand a higher price'
