I agree, I dislike these pronouncements that something's supposed to happen and then there's no news when the date passes that it is supposed to have happened.

One would think they'd have to sign a contract and that the drills should therefore move on the specified date bar any weather or other unforeseeable events - so it will kind of look pretty bad if there's absolutely no news. Bad news (weather) is better than none.
