Sounds to me like a consortium.

How many 'Players' are there? 6?

How many are State-owned or partly State-owned ?

If there are some that are State-owned or partly State-owned, would this not suggest that two or more of the 'Players' are acting or will act in concert ?

If two or more of the 'Players' are acting or will act in concert, would this not explain why Airguide has been in China for 10-14 days ?

If two or more of the 'Players' have been able to agree on the road and have been able to form a "Chinese affiliated investor group (CIG)" to this end, does this not suggest that they have also been working together on a T/O offer for AVZ?

Would a "Chinese affiliated investor group (CIG)" agree to spend USD$285 million on a road to a lithium project that it had not ALREADY agreed to buy ?

Road before the lithium project would be cart before the horse would it not ?

All IMO, dyor because this is all speculation nothing more

Well, ML did say there was an MOU somewhere in the works, got to wonder what else is going on though. They've been there for a long time.
