Curious how that website you link to (the tenements one) came to your attention in the first place.
Why do you think it is authoritative or that the data on it is trustworthy?
I read Freehold's response and I'd agree Supreme Courts (in both countries would) beat dodgy websites or out of date data on them. But I didn't see a reference to 13698 specifically in what Freehold wrote. Might have overlooked it.
Bit uncomfortable that the website looks as credible as it does though. I'll admit I find researching when there is another language (French) to deal with. And I've found it hard to find good sources of authoritative looking information to do with the DRC government and courts (I'd like to be able to see copies of the Mining Code (even in French) - though I haven't tried real hard.
