I'm going to be an optimist and say I hope a lesson was learnt last time and this time he has his ducks in a row before he opened his mouth. The time line may not be extremely accurate, however he must have financing lined up because that is the first hurdle to get a mine.

Maybe all the paper work had to be sorted which can take quite some time or maybe they need the Met results before the go button is pressed.
